PITTSTON AVE APARTMENT COMPLEX

The client, Chis Ceccoli, a property owner in the 600 block of Pittston Ave. between Willow and Alter Streets enlisted C. Allen Mullins Architect to design new proposals for the purpose of generating ideas in the rejuvenation of the block. The first proposal was an extreme abandonation of the zoning ordinance and would require several variances in upcoming stages. In the design there was a desire, more on the part of the architect than the client , to keep the existing structures and slip a ten story reflective glass high-rise into the neighborhood fabric. It was intended that the first level would be commercial and office, a basement level with parking and residential occupying the floors above. In the second proposal, unlike the first, the zoning ordinance was taken more seriously in which buildings are limited to 2 1/2 stories and states commercial use should appear residential. The two existing structures on the site would be demolished making way for the newly proposed complex. The first level would be partially lowered below street level in order to meet the half story requirement. Commercial would then occupy half this level of the site, leaving access to parking, filling the other half of the site, from the alley. The second and third floors are one and two bedroom apartments around a single loaded corridor with stair access from Pittston Avenue and the parking lot.. The building is planned around a central courtyard raised to the second level creating a private community space for the residents.
